Planning cells can be used as a decision-making tool for citizens councils, in clubs or businesses.

• In the beginning there is a lottery for the plenum (25 persons), from people who are affected by a topic/ problem.(For the workshop it is different, because the participants are going to be the plenum)
• Following are presentation(s) about the topic of concern.
• Then there is a 30min working phase for the participants where they need to develop 3 possible solutions for the problem.

Afterwards we come together as a plenum, present the solutions and have a voting on them. Then we will see, what is happening next.
